Jim founded Blount Street Advisors in 2006 to provide government relations and business consulting to both for-profit and non-profit clients.  He was joined shortly after by Jo Anne Sanford in 2007.

Having worked in various positions with the North Carolina General Assembly for more than 30 years, Jim brings a wealth of first-hand state government experience to Blount Street Advisors.  In his role as director of the Fiscal Research Division for the General Assembly, Jim managed the state’s Fiscal Research Division and oversaw its preparation of the annual $45 billion state budget, state revenue forecasts, and all tax and finance legislation.

During his tenure as director Jim spent considerable time on economic development issues, and consequently became familiar with North Carolina’s various business incentive programs. Before becoming director, Jim was an analyst in the Fiscal Research Division. As an analyst he dealt with a wide variety of policy issues in health and human services and K-12 education. In that role he was deeply involved in many of North Carolina’s health and K-12 initiatives for more than two decades.

In addition to his work with Blount Street Advisors, Jim has served as a Visiting Professor of the Practice of Public Policy at Duke University’s Sanford School of Public Policy. This work keeps Blount Street Advisors in touch with the latest ideas and trends emerging in the policy arena.

Jim also serves on the boards of the State Employees Credit Union and the State Employees Credit Union Foundation. SECU is the second largest credit union in the United States.  Additional board service includes Beginnings for Parents, a program for the parents of deaf and hard of hearing children.

Jim served as a First Lieutenant in the U.S. Army.  He is an alumnus of the University of North Carolina at Chapel Hill where he earned a B.A. in Political Science.  He also received a Masters in Public Affairs from North Carolina State University and completed the Program for Senior Executives in State and Local Government at the John F. Kennedy School of Government at Harvard University.
